The Otaru City General Museum is a museum dedicated to the history and nature of Otaru City, Hokkaido's transportation history, and science and technology. It was created by integrating the functions of the former Otaru Transportation Memorial Museum and the Otaru City Youth Science and Technology Museum into a single, comprehensive facility. Visitors can learn about Otaru's history, nature, transportation, and science and technology, with many hands-on exhibits. For example, there are exhibits on the history of Otaru's development, the history of Hokkaido's railways, and the fascinating world of science and technology. You can even try operating a steam locomotive and visit the planetarium! It's a museum that offers enjoyment for visitors of all ages.

During winter, most of the outdoor exhibition vehicles in the main building are covered with blue tarps as a snow protection measure, and are therefore not viewable.

Since 2008, there has been a restaurant on the premises utilizing a JNR Suha43 series passenger car and a JNR Waf29500 series freight car. "Ristorante Treno," an Italian restaurant, relocated from Takashima, Otaru City, to the museum grounds in response to a restaurant operation solicitation by the museum, subsequently closing on November 3rd, 2021. From spring 2022 to October 2023, a cafe called "Haru no Chi Hare." occupied the space.
