Overview

The Shiga-Kusatsu Road (Gunma Prefecture side) is a national highway connecting Kusatsu-machi, Agatsuma-gun, Gunma Prefecture, to Yamanouchi-machi, Shimotakaigun, Nagano Prefecture. It includes Shibutoge Pass, at an elevation of 2,172m, making it the highest point on any national highway in Japan. It's a popular driving route offering majestic natural scenery and breathtaking views. As you ascend from the Kusatsu Onsen town, the landscape transforms from lush forests to a desolate volcanic area—a truly spectacular sight. The Sessho-kawara area of Kusatsu-Shirane volcano is particularly striking, with its sulfurous smell and unique landscape where almost no vegetation grows. This area was formed by lava flows from a past eruption of the Shirane volcano, offering a glimpse into the changes in the terrain caused by volcanic activity. Note that high concentrations of volcanic gas are present around Sessho-kawara, and prolonged exposure can be harmful. Signs along the road warn against stopping. Near Shibutoge Pass, you can enjoy a 360-degree panoramic view, experiencing the awe-inspiring feeling of being on the highest point of a national highway in Japan. From the observation deck, you can see 2,000m-class mountains such as Manza-yama, Yokote-yama, and Shiga-yama. On a clear day, you might even catch a glimpse of the 3,000m-class Northern Alps in the distance. Along the drive, you'll find onsen towns like Kusatsu Onsen and Manza Onsen, where you can enjoy a relaxing onsen experience. Kusatsu Onsen is one of Japan's three major hot springs, known for its abundant hot water and therapeutic benefits. Manza Onsen, located at an elevation of 1,800m, offers a chance to soak in the onsen while surrounded by majestic nature.
