However, the following are exempt:
* Those who have obtained permission and approval for drone flights from the Ministry of Land, Infrastructure, Transport and Tourism and the competent regional aviation bureau, and have obtained the consent of the landowner.
* Some flights are prohibited under the Aviation Act and require approval.

The Patchwork Road is a stunning expanse of farmland in Biei Town, Kamikawa District, Hokkaido. This vast hilly area displays a patchwork of different colored crops, creating a mesmerizing landscape. The patchwork effect is a result of crop rotation. To prevent soil depletion from continuous planting of the same crop (a phenomenon called 'ren-saku shougai'), farmers plant different crops with varying growing seasons and harvesting times, such as potatoes, wheat, beans, and beets, in succession.
