Overview

The observation lobby on the 22nd floor of Higashiosaka City Hall is a spectacular spot offering breathtaking panoramic views of Osaka's night cityscape from a height of approximately 100 meters. The stunning night view, designated as a Japan Night View Heritage site, is truly awe-inspiring. On clear days, you can even see as far as Awaji Island. You can also enjoy a panoramic view of Higashiosaka City and the Osaka cityscape. During the daytime, you can enjoy views of the Osaka Plain and Mount Ikoma. The observation lobby is open to the public free of charge, making it an easily accessible destination. A street piano is also available in the observation lobby. Feel free to play – music lovers are encouraged to give it a try! Access to the observation lobby is via the freight elevator in the northeast section of Higashiosaka City Hall. Please note that only the freight elevator operates during weekday evenings (after 7 PM) and on Saturdays, Sundays, and holidays. Photography is restricted to the east Osaka JCT area from the south observation lobby, out of consideration for the privacy of nearby residents. If using a tripod, please be mindful of other visitors and ensure you don't obstruct their passage. Please be considerate and share the photography space even if your shoot takes a long time.

Access: Take the Kintetsu Keihanna Line (Osaka Metro Chuo Line) to Aramoto Station, and exit from Exit 1. Walk west for about 250 meters. Alternatively, take a Kintetsu bus (from Kintetsu Kosaka Station or Yato no Sato Station to JR Gakkentoshin-Shinoda Station) to the Higashiosaka City Hall-mae bus stop. It's right there. Or, take an Osaka bus (from Kintetsu Shunto-michi Station or Fuse Station to Higashiosaka Medical Center) to the Higashiosaka City Hall-mae bus stop. It's right there. From the Nagata exit of the Hanshin Expressway Route 13 Higashiosaka Line, head east on National Route 308, turn left at the Harumiya Pedestrian Bridge intersection, and then left at the first traffic signal. Freight elevator only operates during weekday evenings (after 7:00 PM), Saturdays, Sundays, and holidays. Note: Photography from the 22nd-floor observation lobby is restricted to the Higashi-Osaka JCT area from the south observation lobby, out of consideration for the privacy of nearby residents.
