Idemitsu Culture Park originated as "Shimin no Mori" (Citizen's Forest) in 1973, commemorating the 100th anniversary of Tomakomai's founding. Designed around the themes of water, greenery, and sunshine, it serves as a place for culture, recreation, and health promotion throughout the year. Nestled within the abundant greenery are social education facilities such as a library, an art museum, and a Sun Garden (botanical garden), providing a space for community interaction and relaxation. Designated as Hokkaido's first Culture Park by the Ministry of Construction (now the Ministry of Land, Infrastructure, Transport and Tourism), it features a multi-purpose plaza, ponds, artificial waterfalls, fountains, a waterway, and a sculpture path, offering a relaxing environment for citizens. A naming rights agreement was signed with Idemitsu Kosan Co., Ltd. on March 31, 2016, leading to its current name, "Idemitsu Culture Park."
